The Nigeria Institute of Infrastructure and Public Private Partnership (NII3P)

The Nigeria Institute of Infrastructure and Public Private Partnership (NII3P) was established by the Infrastructure Concession Regulatory Commission (ICRC) in 2019 to serve as a key vehicle for accelerating efforts at putting in place requisite capacity to develop and take bankable PPP projects to the market so as to rapidly close the infrastructure deficit in Nigeria.

The Infrastructure Concession Regulatory Commission (ICRC) was set up with a mandate to develop and issue guidelines on PPP policies, processes and procedures; and to act as a national center for expertise on PPPs. ICRC works closely with federal and sub-national PPP entities to identify or originate potential PPP projects and act as the interface with the stakeholders locally and internationally to build capacity and promote the local market for PPPs and infrastructure development.

Under the ICRC Act of 2005, ICRC is to provide capacity building to MDAs, with a focus on the PPP units of each MDA. As required by the National Policy on Public Private Partnership (N4P), ICRC will support MDAs to deliver PPP projects in line with the key principles of PPP: value for money, transparency, and public interest.

To achieve the mandate of ICRC, NII3P was set up.

The NII3P strives to become an institution of learning and teaching faculties for all stakeholders within the PPP and infrastructure development space.

This in turn create a community of stakeholders working in a collaborative environment to create a dependable knowledge base, engaged learning and experiences that will form the body of knowledge and the capability to drive PPPs and infrastructure development.

To provide cutting edge professional training and educational products and services to practitioners and all stakeholders in the infrastructure space through research and blended learning methodologies.

To produce global infrastructure development specialist, regulate and continually enhance their technical competence in the public Interest.

Our Objectives

  1. To train government MDAs, private sector and individuals on infrastructure development, Public Private Partnerships (PPPs) PPP procurement methodology and standard procurement requirements through programmes and courses, seminar, workshop, talk-shops, conferences, practical education instructions.
  2. To promote research, information services and educational activities designed to improve economic and business management development in Infrastructure development and PPPs
  3. To operate as an independent and non- partisan forum for private and public sector participators in the infrastructure and PPP development space in Nigeria and to promote delivery capacity and efficiency in infrastructure development and PPPs.
  4. To forecast infrastructure investments needs; to develop and maintain a database of all infrastructure and PPP related matters that will serve to provide information on statistics, infrastructure gaps and development index that will serve to provide useful tools and information for training, monitoring and fostering development of standards in the Nigerian PPP industry and towards greater infrastructure development.
  5. To facilitate interaction between sector and industry regulators and other professionals engaged in or connected with the Nigerian infrastructure and PPP development space.
  6. To conduct and supervise examinations and performance test (either by itself of by affiliation and co-operation with any other institution or body) for the evaluation and grading of the products of the institute for the purpose of awarding certificate of attendance and/or proficiency as may be applicable to those who deserve it. To confer membership of the institute on deserving persons.
  7. To do all such other things as may be considered incidental or conducive to the attainment of the above objects or any of them.
